How to install Java SE Runtime Environment 8u191 in SB?

Java fails with error code 1603, this never used to be the case.

:!: Does the issue occur in a new Sandbox with Default settings? Installer does not start at all with default settings, but with blex0r's workaround to make installers work again by adding your %TEMP% directory with full access to the sandbox. Java runs but then spits an error.

:!: NAME & Version/build numbers of any applications involved? Java SE Runtime Environment 8u191 (jre-8u191-windows-x64.exe)

:!: Are you running antivirus/anti-malware software? Windows Defender

:!: What are the exact steps to reproduce the issue? Try and run jre-8u191-windows-x64.exe installer sandboxed, once the install starts, it errors with "Java fails with error code 1603"
