This has still not been fixed yet. I've tried everything above with no success.

I don't know when this started happening but Sandboxie's internet access blocking breaks Steam and crashes most games I tried to start. It probably is too hard on a given software's exception handling. Devs consider adding gentler alternative network blocking option by failing WSAStartup or something a scope deeper. ;-)

A workaround for Steam and many programs now it seems is to:

Allow All Programs Internet Access
Add Program individually to allow Internet access, for example...

While Steam.exe will launch now without command line arguments, two switches are still recommended...
-inhibitbootstrap -no-browser

Also recommend opening Steam program path and game library paths (unless you're multi-boxing) for Full Access.
For example...

OpenPipePath=C:\Program Files (x86)\Steam\*

These should work too ?

For an alternative, ease of use, not too invasive, substitute firewall control :) there is this free utility from Malwarebytes -

I´ve been using Steam installed inside the sandbox for a year and it works almost fine. I say almost because some games are imposible to install, but they're a minority. The only special config i use is the OpenPipePath= steam game folder.
Sandboxie 5.28 - Windows 10 1809 x64
