I have the same versions of Sandboxie and Thunderbird, on Windows 10, but I cannot duplicate your problem. Attachments to Thunderbird works fine when sandboxed, for me.

When installing Firefox in a sandbox you can hide the current Firefox files that are outside of the sandbox. That way nothing from that install will be included in the sandboxed install. Look at the note at the bottom of Restrictions > Internet Access:
"When this feature is enabled, programs that are installed (or downloaded) into this sandbox will never be allowed to access the Internet, ..."
