Windows Installer not working

This has been an issue for Sandboxie a few times but never since I started using Sandboxing didn't it work on my computer. But something changed and now I can't use the Installer being fully updated on a Windows XP (32bit) either. My suspicion is that a Windows security update changed some authentication/privilege at one point because I could use the Installer before. Too bad I didn't notice the problem after installing many hotfixes so tracking it down isn't possible anymore.

Upon starting the service inside a sandbox it gives this error code:
"Could not start the window installer service on local computer
Error : 1069: the service did not start due to logon failure"

That's as far as I can go with finding whats wrong. So far I have tried to start the service on all my machines with the same result. The Windows Installer is working perfectly outside the Sandbox.

Updating from Installer 3.1 to 4.5 also didn't change anything.

I've read posts about problems using the Windows Installer in a sandbox, but so far I don't have any problems with it on XP SP3.
Like you, I updated to version 4.5 of the installer some time ago.
I have installed the critical Windows XP updates, but there have been some optional software updates that were offered by Microsoft Updates that didn't seem to matter to me, so I skipped them.

Ad did you test this with more than one installer package? Do all of them show the same problem?

Also one more thing to consider is maybe you changed some sandbox settings and this interferes with Windows Installer. I suggest you create a new sandbox, which would get the default settings, and then try to install something in it.

Hi, tzuk. Yes all MSI packages will fail. The error message is from trying to manually start the service with "net start msiserver".

It can't be the sandbox configuration because I already tested a default box and also because this problem is the same on all my computers which are the same OS, general configuration and Sandboxie.

You always get error 1069 when trying to start MSIServer manually in the sandbox. Even when everything is working properly. So you can't consider this specific thing as any kind of indication of a problem.

But what you can do is create a registry value DEBUG
of type REG_DWORD and data 7 within the following registry key
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer

You can put this change in the real or sandboxed registry, it doesn't matter.

Then use something like DebugView to log all the messages from Windows Installer.

From all the attempts to start the service there are currently about 40 child processes of Start.exe under SbieSvc.exe. :lol:

Again, no point in you trying to start the MSIServer service manually. It serves no purpose. And yes, you should have DebugView running outside the sandbox.

Perhaps SOFTWARE RESTRICTION POLICY is interfering with Windows Installer? Did you just recently enable the SRP in your Windows? By the way, I don't think you've mentioned which version of Windows you use.

The manual starting was just to get some output for DebugView.


The entire second code box is from a sandboxed install attempt, that's what you asked for I hope.

About SRP, I never touched it so how could it have any affect on sandboxed Windows Installer? Can you tell by looking at the log something has to be changed, I wouldn't know what to look for as I have never used SRP.


It's Windows XP SP3 32bit, see first post.

Sorry, I missed the mention of Windows XP in your opening post.

As for SRP, go into Control Panel > Admin Tools > Local Security Policy
Expand Software Restriction Policies, select the Security Levels item.
I see Disallowed and Unrestricted levels, and I have a checkmark next to Unrestricted.

What do you see?

The listing is empty and the page says "nothing defined".

The way I understand the log, the lines about SRP are only a standard check and the end result is "is permitted to run at the 'unrestricted' authorization".

Maybe they are a standard check. I don't remember seeing them but perhaps they were in fact ther and I just don't remember that.

Maybe it's something specific to PowerDVD.msi. Can I get a download link for the same MSI package that you are trying to install?

You can save yorself downloading the 120MB, I picked PowerDVD because I was sure that it's a MSI installer. I could try any other and it would fail like all MSI packages. During my testing I also downloaded the 5 next older versions of PowerDVD but it's the same. Among those older installers are ones that previously succeeded in installing - sandboxed.

I did try this installation and as you assumed, I did not have any problems with it. I do see the same messages about SOFTWARE RESTRICTION POLICY so you're right that it is probably a fixed message and does not imply the problem is related to SRP.

However where your log is showing errors like

Note the MSI (s) that appears there, (s) indicating the message is generaetd by the installer service as opposed to (c) indicating the message is generated by the installer client (in this case, setup.exe).

Of course none of this helps to understand the cause of the problem . . .

As the next step I suggest trying to see if the problem lies with the Windows Installer service specifically or maybe it is a general problem of running services in the sandbox.

I suggest instead of a sandboxed "net start msiserver" you should try

net start bits
net start cryptsvc
net start wuauserv

and see what kind of responses you get for those commands.
